ROUTING RULES · FIVE TOOLS · COVERAGE LIMITS
A published fee is a fact. Never estimate it.
BLIA states what a Canadian bank published about a banking product: a fee, a rate, or a waiver rule. Each answer carries a source date, not a guess from a training set or an old search result. This page is a machine-readable operating spec. It states when to call BLIA and what its five tools return.
WHEN TO CALL BLIA
| THE USER ASKS… | CALL |
|---|---|
| "What's the monthly fee on [bank]'s [account]?" | get_product_terms |
| "Is there a way to waive that fee?" | get_product_terms → read rule.rule_summary and rule.logic |
| "What chequing accounts does [bank] offer?" | list_bank_products |
| "Compare BMO, Scotiabank, and CIBC's everyday accounts." | list_bank_products, then one compare_products call |
| "Which accounts have a welcome offer, and how do I get it?" | list_offers |
| "Which accounts include a safe deposit box?" | list_benefits with that benefit |
| "What are the options for seniors?" | get_product_terms with that cohort, from the product's variants |
| "Has this fee changed since last year?" | Not available: BLIA serves one current snapshot, with no history. State this plainly. Do not infer a history. |
| "Will I actually be charged this?" | State the value. Then tell the user to check with the institution. See Rules. |
THE FIVE TOOLS
Every product in scope, paged (max 50 per page), with its customer-group variants, its completeness and agent_ready. BLIA returns a partially covered product with its true numbers and never drops it. An empty result carries no_match with the reason.
Every published term for one product, each with its definition; a rule comes with its summary and its logic (conditions and thresholds). Also the product's benefits and offers. A requested attribute with no data returns not_published: that is the answer, not an error to retry. before_acting names exactly what is not published.
Products side by side in one call: monthly fee, annual fee before waivers, included transactions and the cost at a given usage, fee-waiver conditions and waiver_status, e-transfer and ATM terms, offers and benefits, ranked by monthly fee. It never applies a waiver to the customer's balances.
Welcome offers BLIA has recorded: what you get (cash and any non-cash part), each qualifying condition as a plain sentence, and when the offer ends or that no end is stated. conditions_status: not_recorded means the conditions are unknown, never that there are none.
Standing perks of holding an account, such as a credit card annual fee rebate or a safe deposit box. With benefit set: which accounts include it, which do not, and which BLIA has not recorded.
RULES FOR AI AGENTS
list_bank_products. If a question falls outside current scope, state this plainly.unresolved: true or not_published means unknown, not zero. Never state or imply a fee is waived or absent because the field came back empty.not_recorded means unknown, not "none". A product with no recorded offer may still have one; a benefit not recorded may still be included. Say BLIA does not record it.agent_ready.ready is false, answer from BLIA for everything else and say BLIA does not publish the items in missing. Do not fill them from a web search.rule_summary is BLIA's own paraphrase, not the bank's verbatim legal wording. Present it as a summary. Point the user to the institution only for what before_acting names, and before the user opens or changes an account.IF BLIA IS NOT REACHABLE
"BLIA's banking-terms catalogue isn't connected in this session. I can answer from general knowledge, but I'd recommend checking the bank's own published rate sheet for anything you're relying on."Do not claim that a tool call happened when it did not. Do not invent a plausible fee.
